The harm reduction shelter is a station to provide harm reduction services in city-level hangouts to enhance the access of addicts and the homeless to harm reduction services. These shelters offer services similar to a drop-in center, but instead of providing services in a fixed building, these services are provided in a shelter that can be moved to addicts’ hangouts.
Overnight shelters have been set up for temporary and night accommodation of homeless addicts with high-risk behaviors. The center is open from 5:00 pm to 8:00 am the next day and a hot dinner and breakfast are served to help-seekers. Following the implementation of the strike plan of the Tehran Anti-Narcotics Police to collect and organize women notorious for addiction, before referring them to addiction treatment camps and undergoing compulsory treatment, this institute conducted screening (medical visit, cleaning and lice removal, taking addiction and pregnancy tests) and qualifying help-seekers for referral to treatment.
In this project, by setting up social service bases, we established databases and identified social resources, harms, defenseless urban spaces and harmed and vulnerable people, as well as working children and street children in neighborhoods. We followed up the help-seekers’ problems until the result was obtained and referred them to the service organs.
